With Russia occupied in Ukraine, the country is desperately searching for a solution. On one end, energy-rich Azerbaijan could potentially offer a gas pipeline, but that comes with permanent dependency on a country they view as their single largest enemy. On the other end, the U.S. funds a new nuclear plant and pulls Armenia into its orbit for a not insignificant amount of cash. For that to become a plausible reality in this landlocked country, the U.S. would need to pull numerous levers, including nuclear technology investment, security planning, and bilateral negotiations with Turkey for access.
