By strengthening data‑driven planning, SEAPS positions Senegal to secure financing and deliver universal electricity access, a cornerstone for economic growth and climate commitments.
The Strategic Energy Access Planning Support (SEAPS) programme has enabled Senegal to implement low‑cost, integrated electricity planning mandated by the country’s electricity code.
Through SEAPS, an institutional team established a national power‑sector database and developed a bespoke Senegalese energy model, tools that underpin the government’s planning capacity.
These outputs directly fed into Senegal’s Joint Enhanced Transparency Framework (JETP) investment plan and were cited in the 2025 revision of its nationally determined contribution (NDC), demonstrating concrete policy integration.
Continued SEAPS support is expected to attract further investment, accelerate project implementation, and move Senegal closer to universal energy access and its broader energy transition goals.
