Secure, low‑observable communications are critical to maintaining the U.S. Navy’s undersea superiority and deterrent credibility, while the contract reinforces L3Harris’s position as a key defense supplier.
The new L3Harris contract arrives at a time when U.S. defense budgets are prioritizing undersea warfare capabilities. Modern submarines rely on sophisticated, low‑probability‑of‑intercept communications to coordinate missions without compromising stealth. By delivering integrated systems that blend acoustic, optical, and radio frequency links, L3Harris helps the Virginia‑class fleet maintain its edge in littoral and deep‑sea environments, while the Columbia‑class, slated to replace the Ohio‑class SSBNs, will inherit a communications architecture designed for long‑term survivability and secure command‑and‑control.
From a market perspective, the award solidifies L3Harris’s foothold in the naval communications niche, a segment traditionally dominated by a few large contractors. The 26‑shipset order, the largest full‑rate production deal in the company's history, signals confidence in its technology and may open pathways to export opportunities with allied navies adopting similar submarine platforms. Competitors will need to innovate rapidly to match the reliability and low‑detectability standards set by L3Harris, potentially spurring a wave of investment in quantum‑secure and AI‑enhanced communication suites.
Strategically, the contract underscores the Navy’s emphasis on maintaining a credible sea‑based nuclear deterrent. Undetectable communications are a linchpin for second‑strike capability, ensuring command authority can survive any first‑strike scenario. As the Columbia‑class enters service, the integration of L3Harris’s systems will be critical to preserving continuous at‑sea deterrence, while also providing a modular foundation for future upgrades, such as autonomous undersea networks and cross‑domain data sharing across surface, air, and space assets.
L3Harris Technologies has received its largest full-rate production contract for communications systems from General Dynamics Electric Boat to deliver 26 shipsets for Virginia- and Columbia-class submarines.
The follow-on award includes production for both submarine classes through 2033, with support extendable to future Columbia-class platforms and allied navies worldwide.
This award builds on L3Harris’ decades-long legacy of supporting U.S. Navy submarine programs, including the Ohio- and Los Angeles-class submarines. Virginia-class submarines are nuclear-powered, fast-attack vessels designed for both littoral and deep-sea operations.
The Columbia-class submarines, under development, will replace the Ohio-class ballistic missile submarines as the cornerstone of navy’s sea-based nuclear deterrent.
“The ability for submarines to operate undetected is vital to the U.S. Navy’s strategic advantage,” said Nino DiCosmo, President, Maritime, Space and Mission Systems, L3Harris.
“With decades of experience in submarine technology and in partnership with General Dynamics Electric Boat, L3Harris will deliver highly reliable, undetectable communications systems to enhance operational effectiveness.”
To remind, the US Navy recently selected L3Harris to develop, test, and manufacture Red Wolf vehicles for the US Marine Corps’ Precision Attack Strike Munition program.
