Because it's all about supply, not weak demand or affordability etc. Among the top 15 markets INCREASING rents, the median supply growth rate was just 0.6% last year. Among the top 15 markets CUTTING rents, the median supply growth rate was 5.1% (which is very high). It's all about supply and demand. As supply drops off (and that'll happen starting this year), don't be surprised when some of these rent-cutting markets jump to the other list.
