U.S. pledges $500M to launch domestic rare‑earth processing plant

The U.S. Department of War’s Office of Strategic Capital has conditionally pledged $500 million in long‑term debt to Phoenix Tailings to build the Freedom Facility, a large‑scale rare‑earth separation and metallization plant slated for 2028. The plant will process mine concentrates, recycled material and secondary sources to produce both light and heavy rare‑earth metals.
