The phrasing of this is all over the place. It sounds like it's saying photons are magically creating electrons. A photon hits a material and transfers its energy to electrons that are already there, exciting them into an energetic state. 1.3 electrons per photon is just shorthand for External Quantum Efficiency and what this means is that for every 100 photons absorbed, around 130 electrons get excited and contribute to the current.
