Payroll teams claim readiness for the UK’s Joint and Several Liability reforms, yet a Finity survey reveals significant gaps in data visibility and system capability. The new rules, effective April, give HMRC broader authority to hold multiple parties in labour supply chains accountable for unpaid tax and NI. While confidence remains high, three‑fifths of respondents need better HMRC payroll data access, and nearly half cite outdated or disconnected systems as a barrier. The findings suggest that perceived preparedness may be more about awareness than robust, integrated compliance infrastructure.
