India Proposes Sweeping AI–Copyright Overhaul with ‘One Nation, One Licence, One Payment’ Model

India's Department for Promotion of Industry and Internal Trade (DPIIT) has drafted a sweeping policy that mandates a compulsory, blanket licence for AI developers to use any lawfully accessed copyrighted content. Under the "one nation, one licence, one payment" model, a single government‑designated collecting body would receive royalties calculated as a percentage of AI‑generated revenue. The proposal aims to lower compliance costs for startups, create a level playing field, and generate a steady income stream for creators, including those in the informal sector. The draft, open for 30 days, has sparked debate over its technical feasibility and potential impact on innovation.
