The AI IDs would specify what actions an agent may perform—viewing data, drafting documents, authorising payments, or operating within spending caps—while creating a tamper‑evident audit trail. The plan builds on Estonia’s long‑standing e‑ID and X‑Road infrastructure, but it leaves open critical questions about liability and rollout timing. If implemented, Estonia would become the first nation to formalise machine identity at a national level.
