Spam Report Abuse Could Harm Innocent Users, Bad Move
The more I think about this, the more I think this is going to cause *many problems* for all parties involved. E.g. What would stop someone from filing a spam report (even if legit), but using someone else's name in the report? Then that gets sent to the site owner who receives the manual action. That can lead to all sorts of problems for the innocent person (who never filed the spam report). Of course, this would all be revealed in court but who the heck wants to go through all of that to just clear your name? I'll be sending this feedback to Google btw. Again, bad move IMO.
